In July 2016, the EU approved its new Global Strategy for Foreign Affairs and Security Politics. The strategy sets out the key objectives and challenges for the EU in global politics today.

Almost a year after the strategy’s formulation the security challenges facing the EU have never seemed greater. These count trouble with Russia, protracted wars to the South, terrorist attacks, Brexit, and uncertainty about NATO after the election of Donald Trump as new US President. 

With the formulation of the Global Strategy, the EU wants to be more active on security and defence and create a strong future role for Europe.

The Commission has proposed a Defence Action Plan to promote the Union’s capabilities and the Council has entrusted the High Representative to provide further strategic guidance on external security and defence for the EU. At the same time, member states are upping their defence budgets, and especially talk of a German “Ankerarmee” is becoming lingua franca. The question is what the next step on security and defence should be for Europe. 

How can the EU become a key global actor and overcome today’s challenges? Is a stronger EU on security and defence a politically feasible? If so, what would its relationship be to NATO? Last, but not least, where does it leave a small country like Denmark with an opt-out from the EU’s security and defence policy?

Think Tank EUROPA invites key European and Danish political actors and leading scholars to discuss the future of European security and defence politics.
